Navy SBIR Submissions

The Navy SBIR and STTR programs require electronic submission of many documents throughout the Phase I and Phase II process. Please see requirements and web site locations below.

Before a Navy SBIR/STTR Award:  Prior to submitting a proposal, a firm must register or be a current registrant on the federal government's System for Award Management (SAM) [formerly CCR]. In addition to your company's information you must also fill out the Representations and Certifications section [formerly ORCA]. The SAM database and web site is new and they are still working out the "kinks", so register early.

Phase I and Phase II Proposal Submissions:  Submit a Navy Phase I or Phase II SBIR or STTR proposal through the DoD SBIR/STTR Submission Web Site. Progress and Final Report Formats:  Refer to your contract which may have specific requirements you must follow. Progress Reports, Final Reports, and other Contract Deliverable Line Items (Not for OSD or MDA reports) Summary Reports -  The Navy is no longer requiring the submission of Summary Reports.
